With the summer months upon us, the primary election in the rearview mirror, and the general election just around the corner, the legislative process is heating up around the Capitol. As previously mentioned, CALSAGA’s sponsored legislation, AB 2128 by Assemblyman Ted Gaines (R-Roseville) passed out of the Assembly on May 6, 2010, and is currently scheduled to be heard in the Senate Business and Professions Committee on June 28, 2010. This bill would aid in the continued efforts to professionalize the private security industry through accountability and increased standards. Aside from raising the minimum general liability requirement from $500,000 to $1,000,000 and extending the requirement to all PPOs, the bill would also require PPOs to provide proof of insurance when applying for or renewing a PPO license through BSIS. CALSAGA sponsored SB 1312 by former Senator and current Lieutenant Governor Abel Maldonado (R- Santa Maria), is no longer an active bill for the current legislative term. However, CALSAGA is active discussions with the Department of Justice to discuss concerns they had raised with the bill. As you will recall, SB 1312 would have allowed PPOs the option of registering firearms in their company name rather than in their individual officers’ names, with mechanimsm to track who had possession of and was responsible for any firearm. Our initial meetings with DOJ representatives were very productive, as CALSAGA staff, legal counsel, and members demonstrated how SB 1312 would increase public safety and consumer protection. DOJ representatives promised to review the information presented and schedule follow up discussions shortly. Once resolved, CALSAGA would re-introduce this legislation, likely in January 2011… |
