2010 Board Nomination Statements

Statement by Roy A. Rahn, CPP, Shield Security Services, Inc                                   Candidate for President

Since 2006, I have had the pleasure of serving on the CALSAGA Board of Directors as Southern California Director-At-Large, Region 7 Director, Southern California Vice President, and currently as your President.

If re-elected as President for 2010, my goal will be to continue building on our successes and the implementation of programs and legislative initiatives which will enhance both our professional stature and ability to run our businesses effectively. I will strive to move CALSAGA forward and enhance the value of membership. We must continue to grow membership to maintain our strong voice in Sacramento, enhancing our ability to exert influence regarding legislative matters that effective our industry and businesses.

Integral to this process is the continued expansion of our marketing program and brand recognition throughout the state. We will also have more frequent and user friendly training programs for members in their local areas. Additionally, I will ensure we continue our excellent relationship with BSIS and the value it brings to CALSAGA. Finally, I will represent the interests of each member to ensure you are up to date on CALSAGA initiatives, and that you have a voice in our organization.

I have over 25 years experience in the security industry. I believe my overall experience and desire to promote excellence in our industry make me uniquely qualified to serve as your President. I look forward to serving you again in this capacity, and in order to do that I ask for your vote.

Statement by David Travers, Guardian Security Agency                                Candidate for Vice President, North

As most of you know, I have been actively involved in CALSAGA since its’ inception.  I have worked hard to make sure the voice of the PPO owner was heard loud and clear at both BSIS and in the Legislature.  I am delighted that after all the years of working at a grassroots level, CALSAGA is now recognized as an organization to be listened to and has become a major factor in decisions affecting our industry.

I believe CALSAGA will continue to help us all achieve our long term goals.  With continued help from the major providers, we have been able to maintain the financial ability to make our individual voices heard.  I look forward to helping our industry successfully meet the financial and regulatory challenges facing us in these changing times.  Please allow me the opportunity to continue to represent the small business owner and PPO.  I pledge to do my best to make sure our voice will continue to be heard.

Statement by Lorraine New, Rightway Security, Inc.                                       Candidate for Vice President, South

My name is Lorraine New, I am running for the Office of Vice President / Southern California, and I am  requesting your support.  I have had the privilege of serving on the CASAGA Board last year in this capacity. 

My priorities as your Southern California /Vice President will be to:

(1) Facilitate opportunities for continual training for all security officers,

(2) Ensure compliance of membership Code of Ethics and

(3) Achieve strong and productive relationships with law enforcement agencies.

(4) Educate consumers, the pubic and our elected officials about CALSAGA

I plan to enthusiastically address these priorities because the issues of professionalism and quality of service by security officers and security service companies are the keys to the prosperity of our private security industry.

By creating solutions for these issues, we will improve public perception of our industry and be able to significantly, support proactive legislative advocacy for the industry.  My experience and participation in this industry means you will have a qualified leader on the board. I have been a business owner for over 30 years and started Rightway Security nine years ago, a member of CALSAGA for seven years and have served on the Board of Directors- as Director At Large for Southern California and Secretary for three years.

Also, I am a member of LAPD C-PAB Community Police Advisory Board, the LEAPS Planning Committee and President of the LAPD Devonshire PALS Police Activity League.  This experience, combined with a clear vision of CALSAGA goals and a very strong work ethic, is what I will bring to you as your Southern California Vice President.

I ask for your continued support so that we may achieve and secure a prosperous future for CALSAGA and our industry.

Statement by Gary Hormel, Securitas Security Services                                Candidate for Secretary

Gary Hormel has over 35 years of security experience. He is a graduate of Fenn College. He authored the Securitas 40-hour training curriculum for the State of California, (AB2880) security officer program, the Securitas 24-hour training curriculum for the State of California, (SB1626/1627) campus security officer program, and co-authored the State of California WMD Terrorism Course.  Mr. Hormel has oversight of Securitas computer based Learning Management system currently supporting over 10,000 employees, and has served on national steering committees to develop training programs.

Hormel is a Certified Master Trainer, Certified Training Administrator, Certified Training Manager, Certified Training Presenter, Certified Trainer in Civil Treatment®, Instructional Systems Designer, State of California, Peace Officers Standards of Training, State Program administrator and instructor.

Hormel is employed by Securitas Security Services USA as Region Director of Training and Development based in Walnut Creek, CA.  He is a member of CALSAGA, The American Society for Industrial Security, California Association of Licensed Investigators, American Society Training and Development, National Fire Protection Association, Society for Human Resource Management, and Life Member Veterans of Foreign Wars.

I pledge to continue to work with to help our team forge new concepts to better the private security profession.  I consider it an honor to be reelected as your Secretary.

Statement by Brian Fagan, Royal Security Service                                          Candidate for Treasurer

Fellow members, I am currently your Treasurer and serve as the Chairman of the Security Officer Memorial Fund. Our association has had many great accomplishments during 2009 and I look forward to doing even more in 2010.

I am president and owner of Royal Security Service, Inc. located in Los Angeles and have been a PPO for over twelve years. I am a former officer with the LAPD and currently serve in the U.S. Navy Reserves. I am grateful for your support and I am eager to serve you again as Treasurer.

Statement by Bryon Bayer, Bayer Protective Services                                   Candidate for Region I Director

My name is Bryon A. Bayer and I am excited at the prospect of serving the members of CALSAGA and the security industry as Region I Director again.  I am a working owner of a small contract guard firm in the Sacramento area.  I am passionate about our industry and excited about the evolution of our craft over the last 30 years in which I have been involved.  I am an active member of ASIS, having served in all local chapter officer positions and am a proud graduate from the ASIS - Wharton: Developing the Chief Security Officer course in Philadelphia, PA.

I believe the coming years will present opportunity for growth in both the scope and the quality of our services.  With advanced specific training and the targeting of measurable results we can all share in the pride of the performance of a “job well done.”  I am not a passive guy, I believe strongly in CALSAGA in our state and ASIS internationally allowing the private sector to drive the future of our industry.

Statement by Kim King, King Security Services, Inc.                                        Candidate for Region II Director

Thank you for allowing me to serve CALSAGA for the past two years as the Region II Director. I am seeking re-election to this position in order to continue to promote and improve the standards in our industry and the perception of security throughout our society. I aim to continue to advocate for small and mid-sized companies, work closely with the BSIS and support legislation in favor of our industry.

I have owned and managed King Security Services, Inc. in San Francisco since 1990. Prior to that, I have 8 years experience in the investigative area for a major oil company. I also serve on the Board of Directors of the World Association of Detectives.

Statement by Pete Simonsen, First Alarm Security & Patrol, Inc.                  Candidate for Region III Director

I am seeking an additional term as the Region III Director and am asking for your support.  We continue to grow in membership and in influence.  Our effort to create a level playing field for ethically operating companies has made progress with the continued and growing efforts by BSIS at enforcement against unscrupulous or opportunistic companies non-compliant with state law.

We have also made significant progress in educating legislators in our efforts to seek relief from the growing number of lawsuits plaguing the industry stemming from meal periods and rest breaks.  Although we have not yet been successful in enacting the legislation to seek relief for our industry, we have significantly raised the lawmaker’s awareness to the situation. In the upcoming year, we will continue our work on this important issue.  The increased revenues from membership fees, member donations and the CALSAGA Training Data Base continue to fund and expand our legislative programs. This year’s Annual Meeting promises to be as good as last year.

Statement by Brad Antonioni, Trans West Security, Inc.                                Candidate for Region IV Director

As current Region IV Director, I would appreciate the opportunity to continue my representation on the Board in 2010. I am and will continue to be actively involved with CALSAGA.  I am committed to being at each Board meeting and will also contribute my time to the committee work.  I want to help CALSAGA and every company it represents to ensure that California has the best trained and professional security officers out in the field and continue to advocate fair and appropriate legislation for the industry.

I bring over 10 years of experience in Security and serve as the Vice President of Trans-West Security Services, Inc. located in Bakersfield, California. Trans-West is a growing company serving clients across Kern County.  The experience I have obtained in my position at Trans-West has given me the ability to fully meet the diverse needs of our clients and I plan on bringing this experience, perspective and my time as my commitment as a Board member with CALSAGA.  I appreciate your confidence and ask for your vote as the Region IV Director for 2010.

Statement by Brian Cescolini, Universal Protection Service                             Candidate for Co-Region V Director

Mr. Cescolini started his career 31 years ago as a security guard in 1974 while attending college at San Diego State University.  He quickly rose through the ranks and became Vice President of another local Southern California firm.

In 1981, Mr. Cescolini helped form Universal Protection Service as an entity of a building maintenance firm and has presided over an extremely successful period of growth and prosperity, building Universal Protection Service to one of the most highly regarded and recognized security organizations in California. Mr. Cescolini’s background encompasses a variety of positions and many experiences while climbing the career ladder.  His experience and knowledge makes him very qualified as President and CEO of the company. 

With 31 years security experience, Mr. Cescolini oversees all aspects of the corporation with 12 branch offices consisting of over 4000 security professionals and another successful security technology company named Universal Security Systems.  Universal Protection Service now is ranked in the top 10 largest security firms in the nation and also has offices in Arizona and Colorado.

His company has created a transnational security organization called Transnational Security Group consisting of 5 of the largest and most respected privately owned security companies strategically located across the country that gives Universal Protection Service national exposure to compete in the national marketplace. His efforts have brought him a wealth of experience in serving many of the top clients in the commercial office sector, retail, industrial, and residential communities.  He sits on the board for CALSAGA, BOMA L/A, an active member of BOMA/ GLA Emergency Preparedness Committee and helped create the highly publicized ABOMAS@ Safe and Secure Los Angeles security company accreditation program formed in 2005.  He participated in the implementation of California’s new security guard training law (AB 2880) passed in 2004 enhancing the training for all security guards statewide. He is an active member of BOMA, ICSC, CAI, IREM, IFMA, ASIS, CIDA and NAIOP and CALSAGA trade associations throughout the state.

Statement by Mark Tsuji, Wackenhut Corporation                                            Candidate for Co-Region V Director

I have over 17 years experience within the “Private Security Industry” in security management all served in California. I have been a long time and active member of; ASIS International, Law Enforcement and Private Security (LEAPS), National Association of Chief of Police, as well as have participated on numerous “Security Advisory Boards”.

If elected, during the upcoming year I will be dedicated to improving the services and the perception of the private security industry. I will work to accomplish these goals and promote “industry growth” by helping to inform and educate the public on the significant role private security plays in protecting personal safety and property and the critical support our industry gives to our homeland defense. I will encourage California’s contract security standards remain at the highest levels for licensing, training, and background checks,

I will support our organization’s efforts with the Department of Consumer Affairs and BSIS concerning “industry issues”, as well as support all legislative and regulatory agency advocacy. I will make certain to keep all members of Region V informed on CALSAGA initiatives and legal matters.

I will “competently” and “professionally” represent Region V’s Private Patrol Operators, Private Security Trainers and their employees. It is my overall aspiration to improve the standards and heighten the role private security plays in our country.

Statement by Randy Rush, California West Patrol                                                        Candidate for Region VI Director

I am seeking election for the Region VI Director.  If elected as a CALSAGA board member I will be an advocate for small and medium sized companies.  I will advocate for quality, accessible and affordable training for security officers.  I will advocate for our profession and enhance relationships with law enforcement and the communities we serve.

I am currently serving out the remainder of Bill Hunt's term as Region VI Director.  Bill ended his term early and is running for Sheriff of Orange County.    

I have over 24 years of military, law enforcement and security experience, having served in 1st Force Recon in the United States Marine Corps, 16 years as a Deputy Sheriff with the Orange County Sheriff’s Department, and as President of California West Patrol.  I hold an Advanced POST Certificate from the Police Officers Standards and Training and a Masters Degree in Criminal Justice.

If honored with your support I pledge to devote the time to diligently complete the functions of this office and further the goals and influence of the association. 

Statement by David Chandler, Coachella Valley Security Academy               Candidate for Region VII Director

My name is David Chandler, and I am looking forward to the opportunity to serve the members of CALSAGA and the security industry as Region VII Director. 

After fifteen years in law enforcement with the Los Angeles Police Department and as a Firearms Instructor for the Department of Justice, I settled into the Coachella Valley as Chairman and President of Coachella Valley Security Inc.  My professional career has taken me from working as a paramedic on the streets of Los Angeles to training Federal Agents in foreign countries, but my passion has often brought me back to three commonalities:  Southern California, Teaching, and Law Enforcement.

I founded the Coachella Valley Security Academy as an advanced training facility for Security Professionals who have served in law enforcement.  The evolution of the Academy has gone to include identity verification and background screenings, a retail supply house for law enforcement and security equipment, uniformed security patrol services and special protective services for discriminating clientele. 

As a graduate of both Sawyer College in Los Angeles and Rio Hondo College, I have amassed thousands of hours over twenty-five years in training and qualifications serving Administration of Justice and Law Enforcement including the California Peace Officers Standards and Training, the United States Department of Justice Training Institute, and serving as a Subject Matter Expert for the Bureau of Security and Investigative Services.

Statement by Joe Mackey, Excell Security Service                                         Candidate for Region VIII Director

Joe Mackey, owner and president of Excell Security Inc. and XL Staffing, Inc., has the leadership experience, desire, and time to help lead the “New CALSAGA” in the right direction.

There are over 2200 PPO’s in the state of California, less than 10 percent of those are members of CALSAGA.

Joe has been an invaluable asset to a larger trade organization, California Staffing Professionals; as local president, state legislative chairman, state vice-president and co-chair of the last multi-state convention.

As CALSAGA’s Guard PAC chair Joe has overseen the distribution of contributed moneys to support legislators and issues that are pro-business and will listen to our story.
